I've seen a lot of people (Myself AND Justin of TBT in his blog at ACNewLeaf.com (imagine, even the great head-honcho!) included) seem a bit confused about the pattern of Phineas showing up in town. Well today, I had a break through...
I was reading a blog done by someone who has played since the release of the game in Japan and she said he only shows up on SUNNY DAYS... which totally makes sense considering he always comments about the sun when he shows up in my town. And, since it was the rainy season right when we got the game, this could explain why a lot of us have been confused about him not showing up for what seemed like weeks.
I guess, I can't exactly confirm this, but I DID have my first sunny day in a while yesterday and he just HAPPENED to show up. Some food for thought that I figured you guys might enjoy learning if you didn't know. I sure didn't!
TL;DR? Don't bother looking for Phineas if the sun ain't shining. He ain't having none of that cloudy business.
The specific blog post I'm talking about because sources are good: http://www.sosostris.com/2013/07/05/animal-crossing-new-leaf-us-keep-it-basic/
