Able to give hhp souvenir chocolates to villagers on friends' islands

I visited a friend today who has Marlo (I am jealous.) I chatted with him, and it gave me the option to gift him souvenir chocolates from HHP just as if he was one of my villagers. However, he hasn't appeared in my HHP area. Did anyone else run into this?

I think it is possible it is an oversight by the developers.
