A villager that just moved in 2 days ago was trying to move out!

Why is it that villagers that you DON'T want to move keep pinging you to move, but villagers that you DO want to move and/or in the way don't ever move? Sheldon just moved in like 2 days ago and he was trying to move. Whereas Pudge, Portia and Static are in the way but they won't move. What is with this game!?
