A villager refusing to tell you that they're moving?

Shep was my first villager to move in, I love him to bits (even though he always gets rid of the furniture I make for him). I've had both Diana and Roscoe tell me that he's thinking about moving, but Shep is refusing to tell me himself. I've talked to him a bunch, and given him multiple opportunities to tell me, but he just won't do it. If he wants to leave so badly maybe that would be for the best, but that's kinda rude, Shep.
 
I'm having that problem with Bam right now. I hate when they refuse to ping you. But I think you can just do the diving trick, find them again, and they should ping you.
 
I lost a beloved villager named Chief because he didn't tell me he was moving. In fact, NONE of my villagers warned me about him moving! so when I found out, it was too late :(
 
This happened to me with Scoot.

If the reload-ping thing doesn't work, send Shep a letter with a gift attached. I've found that works really well to get them to ping and tell you they'd thought about moving but changed their mind.
 
Reloading didn't work. This is the second time he's asked to go. Maybe I should just let him. I go through this debate with myself every time one of my non-approved movers asks to move out. Olaf is next on my list to come in and I really want him. If I keep Shep I'll have three smug villagers when Olaf comes in. Boo. I just want all the villagers. :/
