So I've been cycling quite a bit in my 2nd town and I've noticed the following trend -
The moving villager can always be found outside upon loading the game for the first time. That's provided that you load the game for the first time when all the villagers are awake which I believe is after 11 a.m.
Since I don't talk nearly as much with the villagers in my 2nd town, they usually only ping me when they are moving in which case, the first to ping is always the mover.
In my main town, however, since my friendship is much higher with all the villagers, I have found several times that another villager would ping before the "mover", which delayed the "mover's" ping.
I just thought that this was useful to share. It seems the game is programmed to put the mover outside when you first load the game - I'm not sure if this is common knowledge but it wasn't to me.
