A strange villager on my main street

A long time ago I gave away one of my first villagers, this being Ed the horse. I knew if he went to somebody he wouldn't be voided and show up in my main street.

Now I see him walking in main street, he's not my current villager, and he awkwardly said "Oh hey, I'm just visiting Windset"

Could this mean I could get Ed back because I cycled through 15 villagers already?

All villagers who've left your town end up in main street, regardless of whether they've gone to a new town or been voided
I have a couple of villagers who moved to other towns and are haunting my main street at the moment

They'll show up, but they won't move back in unless you cycle 15, I think.

By coincidence: just today, I found my first move-out on Main Street...
