You can back out of your bid/withdrawal your bid. It is most of the time a pain for the seller, but it is your decision. You are not forced to keep that bid. I do plenty of auctions and have had plenty of back-outs. Then again, I have also withdrew some bids for things myself. So yes, you can change your mind! ^_^
You're allowed to retract a bid, but once you've won I'm p sure it's against the rules to back out of the sale and the seller can leave you a negative rating for it.

It is allowed whichever the case it is.
If you are bidding, but the auction didn't end, you can retract your bid without having any problems - except if you retract your bid at the last second and nobody bided because your bid was high.
However, if you retract yourself when the auction has ended, well the person can leave a bad wifi rating (which always sucks and makes people not really want to trade with you) and the person may remember you and won't want to sell you again. In my case, somebody bought out an item, and then they realized they didn't need it. I surely won't sell anything anymore to that person, and I can always refuse that person from participating in my auctions because they were simply rude. And it wasted my time.
