A question about adopting villagers

I don't know if this is a dumb question or not but what happens if you adopt a villager and you have just restarted? For example, I have just restarted my town so let's say a villager puts up their plot today, can I then adopt a villager to move in the next day or do I have to wait until the villager who has just set up the plot is in boxes?
(I hope this all makes sense?)

I've adopted villagers when I've had other villagers just have their plot there (like day 1 I adopted a villager and day 2 I adopted another)

you just can't adopt two villagers on the same day, but on different days it's fine even though the last villager that moved in hasn't put their HOUSE down yet (plot must be there) :>

I don't know for certain, but I think you have to wait until that villager is out of boxes for another one to move in.
