Plot resetting random move-ins to get certain villagers can net you some pretty nice villagers, but they often end up in HORRIBLE places. No more is that painfully obvious than Chief. I simply let him plot because, well he's Chief. Move in, move out, a simple plan. XD But little did I know that making that decision would be so disastrous. Chief's house is all alone where he is on my map so the game seems to think he wants a neighbor, when I'd rather they plot near people I actually plan to KEEP for a while. The result is pretty much almost every reset has them trying to plot near, around, in front of, or behind Chief's house.

In this particular instance, the villager I'm plotting (Rudy) I not only want in my town as a resident (rather than just someone who looks nice), but I also paid for so I can't just be satisfied with him destroying my landscaping and paths trying to squeeze next to Chief.

Any ideas of what to do?

Well, you can either keep plot resetting until you find a decent location or you can give up and just let Rudy plot in a bad location. One thing you could do to try to stop Rudy from plotting near the house is to TT back to the day you adopted him (hopefully you remember the date so you don't screw it up) and put a PWP near Chief's house. Since Rudy's house has to be at least 2 spaces away from Chief's house and 2 spaces away from the PWP, if there are 6 or fewer spaces between Chief's house and the PWP, Rudy can't plot between the house and PWP. Then you can plot reset the next day (or TT to 5:58 A.M. the next day and save and quit right away so you can plot reset right away).

I would keep on Plot Resetting until you have found a location that best suits you. It may take a while (a long long while) but if I were in your shoes I'd rather spend a while trying to find a good location on a villager that I paid for and is a dreamy, rather than let him plot where ever and destroy hybrids/pathes/etc. that I took time on.
