A few questions about villager cycling

I apologize in advance for adding yet another to what seems to be an endless supply of these topics, but my questions are specific to a certain predicament.

Much earlier on in the year, one of my original villagers, Flora, moved out unexpectedly. I asked my friend later on that day to see if she would be able to invite Flora into her town so I would be able to visit her until the "villager cycling" requirements were set.

Now, my first question is this:
If, let's say, Flora decides to move out of my friend's town. Would I still be able to get her back through "villager cycling" or am I out of luck?

And my second question:
For some chance that Flora moves back into my town, would she be placed back on the exact location she used to live or would she be in a different location? Nobody has moved into the area she used to live in and it has been pretty bare to say the least.

I have not been in the situation myself, but I have read about it on line because I am constantly worried about losing one of my favorite villagers.

From what I have read, it seems that you have to go through 16 villagers before you can get back the one who moved out. Even if they move to a friends town they cannot move back to your town if they go into boxes. Once you have gone through all 16 villagers, you can get them back. However because you have cycled them out of the games memory they will no longer remember you or have the same level of friendship.

She will also not move into the exact same spot. You can place her there with plot resetting, however.
 
Yes, I forgot to address that question. Thanks for answering that!

I, personally, don't seem to have the right kind of patience for good plot resetting. I do try it every once in a while, but I always give up when the house seems "close enough."
 
First question: Yes, it's totally possible.

Second question: Extremely unlikely, but it's for sure possible as well.
