I have 9 villagers in my town no one has asked to leave in days will someone leave if I have 10

Yes. Someone should leave if you have 9, also.
If you have 8 or fewer, someone will move in next.
If you have 9 or 10, someone will move out next.
Also talk to your other villagers, so if you missed the person that wants to move, they can tell you about who wants to move.

I've had 9 forever and I'm afraid to street pass or go to other towns. So annoying.
