Not usually. I actually had two complete sets of bugs and fish to trade that I got from a friend months before I started trading on this website. I came to find out recently that he must have hacked those bug and fish sets since you cannot usually drop them or trade them. So no you cannot trade bug and fish sets without either getting them from a hacker or hacking yourself.

You're right.
Fish and bugs cannot be traded unless you hack because you can't drop fish and bugs, you only release them or put them in your house.
