You need to have the second floor of the Museum built first. Then wait a number of days, and Blathers will propose the PWP to you

Blathers won't just come out with it though. He'll be deep in thought one day when you go to the museum and you have to ask him what's up.

Just unlock the museum upgrade then go see Blathers in the following days.

You need to have atleast one item in every exhibit in your museum, Bugs, Fish, Fossil and paintings and then you will receive the PWP for the second floor of the museum. Once that's complete, a couple days later, Blathers will give you the PWP for the Cafe.
