I believe you can only get it once your T and T is fully upgraded to the Emporium. Plus it's very rare, but villagers can give you it as a gift

You can only get bamboo sprouts from the T and T when Leif and the Nooks merge their stores. You can also get one from another player. They grow so fast, all you really need is one of them. They also are a pain sometimes, because they can quickly infest areas if not maintained.

I love bamboo - it's always a creative challenge for me on where to plant it and how to tame it (it spawns new shoots every few days)

Fulfill Villager requests and they may randomly give you one. It's rare but it happens. One of my villagers gave me one just the other day. Otherwise complete 4 Fashion Checks from Gracie and open the Emporium, or many of us on the boards would be happy to offer you one.
