4 hours TT and no moving out

I started a new game and I quickly get 10 villagers after time traveling.

Now, here's the problem, I TT until some undesired character move out, ignoring the one I want to move and talking twice with the ones I want to keep, but it simply doesn't work at all.

In fact, when I talk to the ones I want to keep, they don't come at me with the exclamation thing. No... even by talking to them twice during at least 4 weeks, they don't consider me as a friend. Their conversation are... annoying, and they never ask for request. And of course, they don't speak about someone's moving...

It looks like all my characters are... kinda cold.

Nothing happens, and I find it pretty awkward since I know how much it was easy to be friend with the ones I wanted to keep in my previous game and how easy it was for someone to tell me he wants to move out.

I really don't understand.
 
Have you got the... whats the call... the 100% thing passed at town hall? If you haven't, that's why no one has moved and asked. No one will moved until its 100% and passed. Either that or something in the beginning of the game you haven't done yet or missed.

My friend has a Japanese copy who hasn't passed yet (still somewhere in between being introduced to the game and as mayor). He uses it for time traveling, such as time traveling to 2050 and back (to the current date) for weeds and no one has moved.

Actually, they just won't move/ping until you build your house. You don't need the mayoral approval thing for a villager to move. (From personal experience) But the game won't go past "tutorial mode" until you pay off your first home loan.

I finished this 3 hours ago but I still haven't done any public projets. Maybe this is because of that ?

Still, no one of my villagers come to me for any kind of request or for changing expression. Nothing. They just talk to me as if it was the first time.

If it's the 10th villager you want to move out... he/she will not move out. Trust me I had Beau (my last villager to move in since last November) and he hasn't pinged me yet to move.
Another thing is you cannot ignore the villager you want to move cuz he/she will want to befriend you. If they want to befriend you then they will stay for as long as possible. So you need to talk to him/her once and let them know you are still friends with them. This happened to my Fang when I tried to move him out for my last deer villager Beau. I ignored him and TTed a month worth of time. I felt strange he is ignoring me. So I walked up to him and talked to him. It turns out he thought I haven't been on the game for over a month. He was just glad I was safe and I paid attention to him. So I saved and quit then I TTed. The next villager to ping me to move out was Fang.

That's why all my player in my harvest town are in tents. All the ten villagers are stuck there forever.
No ruining my perfect fruit trees. I do send the mayor from other towns to talk to them.

Maybe it is, trying paying off your house and time traveling to the next day.
 
My house is built already. I paid the yellow tent so now I have the house. It should work but it doesn't. :(

Do you think I have to pay it once again ?
 
Yeah it's the mayor house and I only play with the mayor. I haven't other playable character.

Hmm.... I'm not sure sorry. Try playing around for a bit, talking to the villagers... I'll have to ask my friend how he's doing with it and why no one has moved. He's got the same problem but he wants it to stay that way.

What's happening is your still in tutorial mode. You don't get out until you have a house and the development permit. Also, it's better to talk to everyone at least once a day, so you'll start making friendships. After about a week or so, they should start talking to you as a friend. If you're trying to move someone out, walk in front of everyone before talking to them. If you talk to them before they ping, they won't request to move, etc.

The tenth villager can move out. It's just much less likely; several people have had the tenth villager ask them to move out, sometimes even the day after they move in.
 
But... I don't know if it's normal but the gates in the mayor office is still raise up vertically.
