is there any way i could copy my files from my sd card or something so that i can give them to someone on here. I'd really like to pay someone to put paths in my town. and, visitors cant do that

Sadly, this isn't possible. Save data for retail carts is kept on the cartridge itself and is encrypted with cartridge unique data, which makes it impossible for someone to edit without your cartridge. Save data for digital copies is kept on the 3DS's SD card, but is encrypted with console unique data which makes it impossible for someone to edit without your 3DS.
