For question 2, you can make grass turn to dirt faster by running over it a lot (at least for 15mins a day, maybe more)

1. Don't have beautiful ordinance, it decreases the weeds. Also TT

2. Run, run, run!

Also, snow covers up your hard work with your dirt paths. They don't work in winter

I run over my grass a little bit and then save/quit. Then I start up my game again and repeat. Doing it in small amounts and then saving/quitting instead of just running once every day works a lot faster.
