16 villagers cycled?

So I'm currently waiting for 16 villagers to cycle through my town so I can get Fauna back. I was wondering if there are signs that 16 villagers have moved out, or do you just have to keep track and wait?
Do the old villagers on main street have to do with it?

I think once they show up on main street, at least 4 or 5 people have moved since then.
Trust me, I want to beat this damn cycle, too.

16? I've heard it was 14? but either way, i've just been keeping track of those moved out of my village i don't think there are any real 'signs'
