16 villager cycle

I am currently cycling to be able to get Julian back. Do I have to simply move out 16 villagers? Or do I have to move in 16? (Basically; do the ones I have in my town count, or do I have to get new ones?)

I think you just move out 16 villagers of your choice.

You just have to move 16 villagers out after Julian, regardless if they were in your town when Julian moved out.

Also, does anyone know if villagers will pig if I go backwards in time? I don't want to be too far ahead.

Yes villagers do ping even if you travel back in time.
