10th villager move in

Currently I have 10 villagers in my town, with 1 of them planning to leave.

So my question is, when my villager count goes down back to 9 is it possible to have another 10th villager move in randomly?
Or can I only acquire that 10th villager through WiFi, streetpass, or campsite?
