Hmm that's interesting i've never heard of that before. To my knowledge and from personal experience, saying no doesn't decrease the chance of them pinging again. However I usually try to say yes as often as possible because it can be a real hassle trying to get them to ping again. Especially in a situation where you're only looking to get specific villagers out so it's already a hassle trying to get 1 out of 9 or 10 villgers to ping.
I'm not understanding what the problem is tho. So you have two villager waiting to be picked up by you? You're afraid that molly will ping you? Wouldn't you want her to ping? Are you saying you would rather say no because if molly pings but can't be picked up and you're trying to get two villagers moved in, you can't pick up one of them?
