Well it should work. You need a slot open in your town, so 9 villagers or less. Go to Kevin's town. He should have Marshal in boxes. Go to Marshal's house, and he should be like "I don't know where to go yet!" IF you have room, you should have an option that says "What about my town?" or something like that. The next day, or day after, he should have his plot for his house. Then I'll tell you when I have a slot open, and get him into boxes ASAP. And I'll get him.
