Do you have a friendship with her? So yesterday I had the same issue with Ankha. I tried for SEVEN hoirs to get her to move. Turned out, I had to build up our friendship before she would ping on me. So I sent her letters, went to her hoise, brought her to mine and talked to her A LOT. After about three days of this (TT of course) I FINALLY got her to pack up.
