Well I understand that is the case, it doesn't appear to to apply to the last 4 villagers occupying spots 7-10. I have even tried replacing one villager and the villager that took their place had the same problem of literally never wearing anything besides their initial clothes.

Has anyone heard of anything like this? My bottom for villagers on the list will never wear anything besides their original clothing. I can give them something and they will change into it, but they immediately change out events by the next day and are wearing their original outfits again. I...

I started my Animal Crossing adventure on release day and Ms. Mira was my very first villager that came to the island with me. She also r emains my only original along with myself. So, I found it quite fitting that she was the first person to come over and visit.
