Generally players in newbie mafia are given coaches who can help you improve upon your gameplay and teach you how to play better. They play out like usual mafia games otherwise.
Ultimately because it's more of a formality that the newbie game is there. Nobody really hosts them unless they feel like there's enough new interest to warrent one. I am thinking about hosting a new one in the near ish future though.
