As you can see, he didn't actually get him from the camp site. Just a weird dialogue mishap... My only guess is because the villager initially moved in through a campsite. Or a translation error (as there's been a few of those).
Considering it was the person's town and the way they worded it/posted, I do find it unlikely they weren't edited to be honest. And regardless, as I said in the thread, shouldn't be offering things without a 100% guarantee.

I am having a really hard time getting even one villager to move out of my cycle town.
