It doesn't matter who holds it, both parents will pass IVs.

5 random IVs from either parent are guaranteed to pass down, but you might want to check the IVs of the parents, because the Togepi should at least have 4 IVs.
It might be a better idea to set up a shop once you have ~20 good IVs bred! You're more than welcome to use the ones I gave you c:
You can sell AC Villagers, breed for shinies and set up your own shop, or post WAY TOO MANY TIMES on threads XD
