Well, i'm overwhelmed.
I overanalyzed and thought that it would be the system itself instead of the people who abuse it.
Well, it is a easily abusable system. With flaws comes loopholes people can use to cheat the system itself. They can deposit, then withdrawl, then deposit, and vise versa over and over again and earn bells over the amount they should've earned.
