I font remember exactly, but on the world map, go to the menu and there should be something like a wireless option (middle row on the right). You have to connect to the internet or update your data or something. Sorre for super vague instructions. :/

Nope, none of the DLC characters or Spotpass characters talk at all actually. When they level up they just say "...!" They are completely mute.

Yeah they do, but they are pretty weak.
You get the DLC on all files, no need to repay.
