Toy Day question...

So, I may sound completely stupid for saying this, but...

What exactly happens on Toy Day? I've been reading a lot about taking note of neighbor's wishes. I'm completely new to this sort of thing. plshelp ; o;

On Christmas eve, Jingle (Animal Crossing's Santa character) appears in your town. If you happen to be dressed up as Santa he will give you a bag full of items your villagers have given you hints about during the month. And its your job to match up each gift with the right villager, and if you succeed Jingle will give you stuff.

I heard that all of the clothing from the Santa set is avail. tomorrow. If that's true, is it possible to get the set before Jingle comes into my town?
