So do you have to have an amiibo card to actually do a villager's house? 'Cuz I may or may not buy them, and if I don't I still want to be able to do villagers' houses! How does it work???

Use the cards to make a phone call to a villager on that card
So use the cards to bring more villagers to the game

as far as I know, it seems like you dont need amiibo cards to actually decorate villagers' houses, but by having amiibo cards, you can use the amiibo phone (which is located at the office) to actively call the villager of the amiibo card and decorate his/her house. some NPC character like Kapp'n and his family can only be unlocked through amiibo cards tho.
