Is this a glitch?

So I go into my town today like any normal day, recently my 9th villager moved so I searched for the villager plot that was expected. But what I found is that a new villager moved in no plot or warning house just there with Poncho( whom moved in ) inside, along with a plot for a 10th villager named Axel whom I never invited to move in just randomly plopped in my town. So is this a glitch because I have checked thoroughly every corner the past days after my last villager moved having no plots so this has been a complete shock. Tell me your theories of this because im awefully puzzled.

It may be through StreetPass; a voided villager can move to your town when you StreetPass them.

its worded weird so idk but 10th villagers can come from either the campsite, streetpass, or wiif

Basically sorry I tried wording it the best I could. And possibly from streetpass due to having street passed earlier but its still odd..

StreetPass, I'm almost certain. Moe magically plopped him house down in my town even though I had 9 villagers because I visited a town the day before.
