For Jason-

1. walk in front of any outside villagers to see if they *ping* about moving; if not, talk to at least two villagers until they talk about rumors; specifically about anyone thinking of moving. you can assume pretty accurately that no one is moving if they say something vague about rumors in general (e.g. rumors are scary, don't believe in rumors, rumors spread really quickly, etc each personality has a specific script)

note it has to be about villager rumors in general; the ones about the mayor don't count.
you should talk to at least two villagers since there is a chance that the villager you're talking to is currently flagged as moving but will not ping you or gossip about their own moving plans.
villagers you have ignored for some time may not ping you since they prioritize the 'why were you gone so long'-type of scripts.

2. if a villager you want to keep is thinking of moving; get them to ping you by walking by them outside. (save-quit-restart or switch characters if they are not outside initially or do not ping you)

3. after you refuse a moving proposal or it turns out no one is moving out that day you can TT about 1~4 days (doesn't matter forward or backward; or a combination) without worrying about someone unexpectedly moving out.
i personally TT forward 2 days, start that day with a different character, immediately save and quit, and TT back 2 days to villager check with my main character. (total 4 days)
villagers seem to always take 5 days from the first day of being flagged to move until the day they have their boxes packed up; so even if a villager is thinking of moving TTing less than 5 days should still give you time to change their minds.

4. if no one seems to be flagged as moving, move forward one day and repeat steps 1~3
be sure that no one has moving plans before TTing to avoid accidents!

5. once you get the specific villager you want gone to propose moving, and successfully agree to moving, TT to their packing day. (or completely ignore them until packing day)
you can go back in time within the same day (note that AC days start at 6am) to keep them in boxes if you want to arrange someone to adopt them.
