animal crossing wifi help!

I want to go to a town.i'm regsistered as a friend on his roster and he is on mine.I'm sure wifi is connected properly on my wii but when I ask copper what towns i can visit the list is blank. i need help.

2. They need to have a open gate
3. There town might be wierd and not work like Waluigi's town
