just looked it up - when they say 10 is the maximum amount, that's including the campsite. darn it T____T
we can try going to your town, I'm willing to try anything xD if this doesn't work then I think you need to have a villager who is moving/has already moved out. the only way we could make that work before nine hours from now when Octavian leaves would be for you to time travel - but I don't want to force you to do that if you aren't comfortable with time travelling. I can just try for other ocotpus villagers, but I don't know how long that would take me since it all depends on luck ^^'

I believe that the villagers actually say that they're moving, but I'm not entirely sure myself - what happens is once the user leaves my town, the villager's house says "moved" on it. do you want to try leaving my town so I can see if his house has a "moved" sign? if that doesn't work we can try again. I'm sorry, I don't know why this is happening .. D:

that's a good question! I'm not sure if you can 'lose' a villager or not - hopefully the answer is no. I'm sure that you can still interact with others, just don't talk with anyones' villagers that are about to move out as that could cause THEM to move to your town rather than Octavian (if that makes sense .. sorry, it's late xD)
however if something does go wrong & you don't receive Octavian, I will happily reset for another octopus villager for you, free of charge just wait until one of your current villagers moves out, & he should take their place.

Octavian should take the place of any villager in your town that decides to move, so it might be few days or so until you receive him.
to have Octavian move to your town, you need to talk to him several times until he mentions moving to your town. from there it's pretty self-explanatory but if you need any more help I'd be glad to walk you through it!
