Have you tried the campsite reset trick? It's how I got Fuschia, stitches, and Bruce. It's a bit time consuming but a good alternative if you are low on bells. Change the time to 6 am the next day or wait if you don't TT then make a new character, don't log on to your mayor or any other previously made characters. Instead make a whole new one and go check your campsite if there's no one there or a char you don't like just close the game without saving. Rinse and repeat, when you find someone you do want. Go make your house and everything then save, log on to your mayor and talk to them. you can delete whatever character you made afterwards.
