I tried this earlier and it doesn't seem to work, once I invited a person from an island, no other islanders would appear even though I had an extra empty plot. Pretty sure it's 1 a day ;(

Heyo! I just unlocked the campsite, and the ability to build empty plots. I built the mandatory one for the camper and moved them in. After that, I built another plot, headed to the island and invited Biff back. Then, I built ANOTHER plot, and headed to the island to find there's no villager...
