Actually, as long as you don't have 10, you can invite 1 villager per day to your town.
If I had a rv card, that's how that works but with villager cards, you scan them in and they plot the next day. I'll scan him now, it'll with take about 10 minutes if you're ready now. If not, I can hold him for a while.
