Wisp appears on Mondays after 8 PM until 4 AM. He can be located at a random part of town and initially cannot be seen. When the player approaches Wisp's location he will greet them and ask them to come closer. As they approach, Wisp will finally appear, asking the player to find an item called "empty lamp" somewhere in their town.
The empty lamp itself appears in a town at the start of any day in which Wisp is visiting. Its appearance is extremely similar to Genie's lamp from Aladdin, pictured here. Since it appears before the evening, if the lamp is seen in a town it means Wisp will be in the town somewhere that evening. (Other sites have claimed that Wisp will appear only on the beach acres of your town, this is not true. Wisp can appear in any acre of your town.) To see a video of this click here If the lamp is not picked up, it will disappear the following day and Wisp will not appear. If you find a lamp for the second time, where you first found wisp is where he will be. He is always in the same place.

1) He can appear near any body of water
2) You can find Wispy before you find his lamp. Unless you mean you need to find the lamp before he grants you a wish, which is true
I also have heard that he appears only on Mondays. I don't know if this is true or not though.
Let's Go the Wiki is usually pretty good, but it's wrong about Wisp. I just had Wisp in my town last Friday. He's one of the random visitors like Saharah, Wendell, etc. But I seem to see Wisp far less often than I see the other visitors.
