I've done pretty much everything I can do.
Does it just appear on random days?

Wisp appears on random nights I think, as I saw him yesterday basically what you need to do is as soon as you find him he'll ask for his lamp then simply find his lamp (it should be on the ground somewhere) and give it back to him and I think you can take it from there

You just find it on a random day it just turns up somewhere in the town, and that means wisp is in you town that day
