Why won't Rosie go inside?

I've got Rosie moving out in a few days, so I thought I'd look and see if I could get inside her house to see how much of her original furniture she's still got, in an effort to see if I can get her to put some of the missing bits back in her house.

Only problem is she WILL. NOT. GO. INSIDE. At all. I tried Saving and Quitting about a dozen times, then making new characters (which I had to resort to because it was close to closing time at TIY and I wanted to catalog-order anything she didn't have) and even switching days. I know it's not the fact that she's moving, because I've had other about-to-move villagers spend days inside. Any idea why Rosie refuses to go indoors?

I think it's random, and you're just being extremely unlucky :(

From my own experience, when I save & quit, most of the villagers I had noticed wandering outside are still there. Since she's moving out very soon, I don't think it's safe to time travel a few days, since you'll just get her move out counter to zero. Maybe try forwarding a few hours and checking again? If you do not change days (time travel only backward and forward on the same day), her move date will stay the same.

Other than that, I guess keep trying =/
 
Try between 9-9:30 a.m. and between midnight and 1 a.m., so after she wakes up/before she goes to sleep. They're usually in their houses at these times.

I thought it might be luck at first too, but it's seriously been over 20 times and she's been outdoors every single time. I don't even know what.

I can try switching to those time areas and give it a shot.
 
peppies wake up at 7 am so switch the time to a minute or two before that, then stake outside her house and burst in as soon as u see her lights come on

Actually, it's 9am in New Leaf. It used to be 7 in the original game. ;)

Yeah, this was basically the plan for my new characters (but with the proper time noted by Schlobbo up there). Problem is the game ignores the usual wake-up times for new characters so there's always someone wandering around town to greet the new guy/gal, so I'll have to do it with my main character, which gives me less time to order new stuff from the catalog and send it to her, but oh well.
 
So camping in front of Rosie's house before 9AM ended up doing the trick with my normal character. Managed to get inside and snap a pic the instant she woke up, even though she was set to Outdoor status for the day (as she immediately left the house the instant I left myself). Victory!

Now the issue becomes seeing how much of her original furniture I can get back in there; she's replaced her Lovely Armoire and Vanity with a fossil and TV respectively (annoyingly I don't have the armoire cataloged), her Polka-dot Sofa with a coelacanth I caught for her (this is why I never agree to catch bugs/fish for villagers anymore), her normal plant with a cactus of some kind, and most importantly, her pine table and chair are both just completely gone, though the make-up case that was on the table got moved over to the lovely dresser by her music player (which, while interesting, also brings up the question of whether or not it'll move back if I give her another pine table).

...I guess this is really only a partial victory. Dunno if I'll be able to make her original before she moves. Well, I can give it a shot.

Best way I found is to open the gates. You don't need the internet, just tell Rover it's a local visitor you want to host, and he'll open them. Keep opening and closing after you save to see, eventually she'll be inside.
