Why won't Blathers request the museum's second floor?!?!!?

Have you been mayor for 14 days? That's all I'm finding for the requirements: at least 20 donations between all categories, and two weeks of mayorship.
Oh, have you donated any deep ocean creatures?? like the ones you catch when you go diving with wetsuit on. I think you need 20 total, but at least one from each category: fossils, paintings, bugs, fish, deep sea creatures. Someone please correct me if I'm wrong.. ;__;

No, across each--it's a total of 20 items, but so long as you have at least one in each category you're good. Or you should be. Hm. It's odd you haven't gone in and seen him being thoughtful, then. Have you given him a deep sea creature as well, maybe? Not sure if they're technically separate.
Elsewhere I'm seeing that you have to actually speak to him on 14 days, so maybe try that?

You don't need 20 of each. Just 20 total with at least 1 in each category~ and yes, 14 days of running your town~
A lot of people get unlucky and don't get Redd for awhile so it's possible the lack of paintings might be holding you back. It took me a little while longer than it should have for me to get my 2nd floor because Redd was scarce for a little while.

When you walk in he'll have a thought bubble above his head. He doesn't need to be in his "awake" hours for this to happen~

You just need to have donated 20 things in total, one in each category which you have already completed so no worries there. You have to have been mayor for 14 days and I believe since you started on July 23rd you would get the second museum suggestion tomorrow. If not that, I think you just need to have talked to him on 14 different days which should be easy if you have been taking something in to donate each day since you started. I hope this helps! ^^

When the request is actually there, he will be awake and there will be the thought emote above his head.
For just speaking to him, you can just wake him up.

All I could find on this was you donate 20 items. You have to have one in every catagory. ( which you already have ). Then talk to him every day. I recently had the same problem. I couldn't figure out why he wouldn't suggest it. Then he finally did yesterday. I had way over 20 donations, and something in every catagory. Maybe it has to be a certain amount of days ?

I think that would only be a problem if you didn't talk to him on 14 different days, assuming you've passed that amount of time, as that's the only requirement you have left.
Even then all you need to do is talk to him once a day until you walk in to see he's awake to give you the suggestion and then you're golden! ^^

- Blathers will be awake with a thought bubble when he's ready to make the request.
- You need to donate 1 item per category (fossils, art, bugs, and fish).
- You need to donate at least 20 items total. These can be in any category, as long as you have one in each.
- You need to talk with him on 14 separate days.**
**Being Mayor for 14 days is the shortest possible amount of time you can achieve this, so it's often confused for the requirement. You need to talk with him each day, even if you don't have anything to donate.
