Why won't Blathers let me build the 2nd floor to the museum?

i've donated more than 50 items to the museum and my goal rn is to get the roost pwp for my town, but blathers won't even let me build the floor to the museum with celeste?

i'm not sure if i'm missing anything but so far i've:
- donated more than 50 items to the museum
- each item donated has been from each category atleast once
- been mayor for more than 30 days

Visit him at night when he is awake if you haven't already. It also may be a few days after reaching the 50 items before he will mention it? Hopefully you get it soon

I'm thinking that probably isn't a requirement but I'm not 100% sure, I'm sorry

Probably not, because you only have to donate a certain amount of items.

I just opened my second-floor today, and I only talked to him once a day when he checked my fossils.
