Why so many "hacked" towns?

As I've been playing Animal Crossing, I notice there are towns (from youtube, google pictures) that look as if they where hacked- as in, super paths, tons of flowers, perfect town rating, etc.

I'm sorry I might sound like a idiot, but I'm wondering- how do they do this? Is it by hand? Or is it a software? :)
 
You can get a lot of flowers by going to the island and taking a tour. Instead of doing the tour- just grab flowers! When you get back from the tour transfer the flowers into your bin and wala! You've got 16 flowers. Rinse and repeat to gather a bunch.

That's what I did, anyway.
 
It's done by hand; it's not hacked.
For the "super paths", I am assuming you mean towns with lots of different path patterns. Those towns usually have more than one character to hold the other path pieces.

I'm sorry I didn't explain correctly, but what I meant is all those paths for directions and such- like pathways and sidewalks.

Also, I am so amazed it's done by hand- I wanted to try to do this for myself, but because I have so many trees planted and places built in different directions, I'll just stay to my normal nature town.
