Why does my villager mope around with puffy clouds coming out of his face?

Hello!! I just got Animal Crossing: New Horizons about a month ago! My villager, Moose, has been moping, and questioning himself since 12 PM this afternoon. He asks questions like, "I don't know.." and, "Nothing to do.." I've tried giving him things, talking to him, everything..but nothing works. Must I mind you, I have tons of things that villagers usually enjoy on an island..things like: a cotton candy machine, flowers, a drink machine, a radio, and tons of water for fishing. Are there any items Moose would rather prefer? Am I doing something wrong? Is Moose moving out? If so, how do I convince him to stay?
 
It means they have something on their mind, such as wanting to give an item to you or thinking of moving out. I'm not sure why they aren't mentioning any of this to you.
 
Are your pockets crammed full? If your pockets are stuffed when they want to give you something, they'll give you a short answer instead.
 
I just upgraded my pockets at about 9:45 tonight? But even before then, I was selling items, and my pockets were just about empty. I spoke to Moose whilst my pockets were empty, and yes, he gave me items..but he continued to mope around.

Yeah..it's odd. Everytime I talk to him, he'll just act like nothing is going on. I hope he's alright :(

i have a thought that if your pockets are full, then it would probably more likely for them to ask to move out? LOL just assuming the mechanics are not the same as new leaf--whereas someone is allotted to move out for 10-15(forgot?) days. i haven't encountered a thought bubble while having full pockets yet though, so had no clue about the short answer.

It works a little different in New Horizons, they'll think about it until you talk to them about it during this 'thought bubble' phase, giving you the option to get them to leave, or stay. I'm not sure if they'll move on their own but I've heard they won't move until they get your "OK!"
