The rocks were once ugly villagers before you became mayor. After the previous mayor was banished for being a common-sensed warlock and casted ugly villagers to rock, it was up to you to deal with the new ugly villagers that came into town. Instead of turning them to rock, you are forced to wait 2 or more weeks after avoiding them like the plague and then sending them on a train to some other town to make someone else's life miserable.
