Why can’t I build an incline here?

Does anyone know why this won’t let me build an incline here? It’s driving me crazy.

I don’t think there is enough cliff that isn’t part of the bottom of the stairs, if that makes sense. You’d have to terraform an additional segment of cliff to the front of that and then try to build the incline. You also might not be standing close enough, but I think you’d still have to add more cliff to the edge part.

You have to make the cliff more wider and not so close to the river, bridge or another incline. from front to back.
