I can't find any info on it either. So far the only way to get it is via Power Saves. People have said that they've had Jingle in their RV's and wasn't able to find said tree. So it might be a new item for the Christmas Event in game.

That'd be really nice. I've even searched for it on other random forums that have ACNL communities and boards within them. I have now idea how the OP was able to locate these.
