So I'm in Australia and they haven't been released here, but is it Tom and Isabelle only? Someone above suggested they may release more, but does that ever happen with Build a Bear releases?

Yes, currently it's just Isabelle and Tom Nook. Though BaB tend to release more characters further down the line (like they did with Pokémon), so it's almost certain that new characters will be added later (though this isn't confirmed).
