where to put my police station?

basically..the red squares in my map mark where i already have PWP i'd prefer to not delete...
i have no idea where to place it because i feel like i don't have room anywhere, thanks to whoever helps though c:

I suggest putting it above the bottom beach ramp, it looks like there is some space there c:
